President and Chief Executive Officer
David Burton joined Jefferson Capital in 2002. Prior to that he was Group President of OSI Education Services, Inc., a subsidiary of Outsourcing Solutions, Inc. (OSI), one of the nation’s largest accounts receivable management service providers. David entered the accounts receivable industry when he joined A.M. Miller & Associates, Inc. in 1992, eventually becoming its President and COO. David earned a Bachelor’s degree from the University of Michigan School of Business Administration with a concentration in Finance and Law.
Chief Financial Officer
Paul Dunn joined Jefferson Capital in 2012 and brings over 30 years of finance experience working in both private and public companies. Prior to joining Jefferson Capital, Mr. Dunn served as Chief Financial Officer of Value Options, a privately owned healthcare company. Prior to that he served in a variety of financial roles for both manufacturing and service businesses. Mr. Dunn holds a BA, MA and MBA degrees from the University of Virginia.
Senior Vice President and General Counsel
Matt Pfohl joined Jefferson Capital in 2015 with 22 years of legal experience. After several years as a criminal prosecutor and civil litigator, he served as General Counsel for five years for a national hospitality company. He then spent seven years in private practice with a Minneapolis law firm, before becoming Vice President- Compliance and General Counsel for a national auto sales and finance organization with a significant consumer financial services component. A member of the company's senior management team, he led their responses to State and Federal regulatory investigations and focused on strategic initiatives. Matt has been certified as a consumer credit compliance professional by NAFA. he holds a B.A. in Economics from the University of Notre Dame, a J.D. from Loyola University of Chicago, and received a Certificate in Franchise Management from the MBA program at the University of St. Thomas Opus College of Business.
Vice President of Debt Collection Operations
Mark Cavin joined Jefferson Capital in 2013 as Vice President of Business Development and Operations after 25+ years of executive and senior management experience within the Financial Services, ARM and Collection industry. Mark was formerly with Asset Acceptance, LLC, where he served as Executive Officer and Vice President-Collections for their domestic and offshore operations. Prior to joining Asset Acceptance, Mark served as Senior Director of Sallie Mae and Chief Operating Officer at Arrow Financial Services, LLC a Sallie Mae Company. Mark is the founder of Collection Intelligence, an Independent Financial Services consulting and strategy deployment firm, assisting domestic and international companies. Mark has been a frequent speaker at national conferences.
Director of Portfolio Valuations and Acquisition Analytics
Mark Zellmann joined Jefferson Capital in 2004, as a Financial Analyst. He was promoted to Senior Financial Analyst and soon moved into his role as Director of Portfolio Valuations and Acquisition Analytics. His primary responsibility is development of account level and portfolio analytics and modeling portfolio valuation, and forecasting. Mr. Zellmann holds a BA degree from the University of Minnesota, an MBA from St. Cloud State University and earned the Certified Management Accountant designation in 2011.
Director of Bankruptcy Acquisitions and Servicing Operations
Johnathan Kirby joined Jefferson Capital in 2002 from Fingerhut, where he played a key role in managing work flow design. Mr. Kirby was instrumental in developing Jefferson Capital's industry-leading proprietary bankruptcy platform. Mr. Kirby has since assumed responsibilities of bankruptcy acquisitions, analytics, and post acquisition performance and has led our bankruptcy operations for more than five years. He joined Jefferson Capital with a programming background from St. Cloud Technical College.
Director of Payment Rewards Collection Operations
Nathan Peterson joined Jefferson Capital in 2002 and has held various leadership positions in analytics, IT and Operations. He currently oversees the US Payment Rewards Collection Program and Call Center Operations and is responsible for optimizing those processes. Nathan has over 20 years of experience in the credit and collections industry and holds a Bachelor's degree from Gustavus Adolphus College.

Penny Campbell joined Jefferson Capital in 2002, as Manager of External Recovery Outsourcing. Penny has since held a variety of roles including oversight of the US Balance Transfer Collection and Call Center Operation, Client Services and Marketing. She is currently responsible for developing new and existing client relationships with originators of credit, including private label and retail credit cards, consumer loans, demand deposit accounts, lines of credit, and telecom, offering acquisitions and servicing of bankruptcy and charged-off receivables. Penny has over 22 years of operations management and sales leadership experience with 14 years at Fingerhut Corporation. Penny holds two degrees from the St. Cloud Business College.

Rusty Golfis joined Jefferson Capital in 2004. Rusty’s responsibilities include the creation and development of strategic partnerships and the expansion of current client relationships in the U.S. Rusty has more than 20 years of sales and marketing experience. Prior to joining Jefferson Capital, Rusty was a Senior Account Executive and Product Manager for Xerxes Computer Corporation, a national hardware and software reseller and was an Account Manager for Zone Trader, a national surplus asset management company. Rusty attended the University of Minnesota, Twin Cities campus.

David Paris joined Jefferson Capital in 2015 with over 25 years of industry experience. David most recently held positions as the CEO of Zenith Acquisition Corporation and as the Managing Partner of Soaring Capital LLC. David built Zenith into an industry leader in consumer debt purchasing and purchased from most national consumer lenders. David holds a position on the DBA International Board of Directors. David obtained his Bachelors of Fine Art degree from the State University College at Buffalo and is based in Buffalo, NY.
