Jefferson Capital is an industry-leading provider of traditional and unique recovery services for consumer charged-off accounts. Our clients include creditors and national debt buyers. We offer services such as a balance transfer credit card program; purchasing and servicing of secured and unsecured bankruptcies, as well as traditional purchasing of distressed portfolios.

David Burton

President and Chief Executive Officer

David Burton joined Jefferson Capital in 2002. Prior to that he was Group President of OSI Education Services, Inc., a subsidiary of Outstanding Solutions, Inc. (OSI), one of the nation’s largest accounts receivable management service providers. David entered the accounts receivable industry when he joined A.M. Miller & Associates, Inc. in 1992, eventually becoming its President and COO. David earned a Bachelor’s degree from the University of Michigan School of Business Administration with a concentration in Finance and Law.

Penny Campbell

Director of U.S. Balance Transfer Operations

Penny Campbell joined Jefferson Capital in 2002, as Manager of External Recovery Outsourcing. Penny later joined the Balance Transfer team in a sales role during its program inception and has since expanded her responsibilities into oversight of the U.S. Balance Transfer Collection and Call Center Operation. She is additionally responsible for developing key partner relationships. Penny has over 22 years of management and leadership experience with 14 years at Fingerhut Corporation. Penny holds two degrees from the St. Cloud Business College.

Paul Dunn

Chief Financial Officer

Mr. Dunn joined Jefferson Capital in 2012 and brings over 30 years of finance experience in both private and public companies.  Prior to joining Jefferson Capital, Mr. Dunn served as Chief Financial Officer of Value Options, a privately owned healthcare company.  Prior to his time at Value Options, he served in a variety of financial roles for both manufacturing and service businesses.  Mr. Dunn holds a B.A., M.A. and MBA degrees from the University of Virginia.

Rusty Golfis

New Business Development Executive

Rusty Golfis joined Jefferson Capital in 2004. Rusty’s responsibilities include the creation and development of strategic partnerships and the expansion of current client relationships in the U.S. and the U.K. Rusty has more than 15 years of sales and marketing experience. Prior to joining Jefferson Capital, Rusty was a Senior Account Executive and Product Manager for Xerxes Computer Corporation, a national hardware and software reseller and was an Account Manager for Zone Trader, a national surplus asset management company. Rusty attended the University of Minnesota, Twin Cities campus.

Marc Gruskoff

Director of External Outsourcing

Marc Gruskoff joined Jefferson Capital in 2002 and has over 20 years of experience in the financial services industry, responsible for portfolio acquisitions and liquidation for issuers and debt buyers including Bank of America, Bank One/FirstUSA, Triadvantage Credit Services, a debt buying and contingency collection operation acquired by GMAC, and Exterra Credit Recovery.  Marc has a proven track record of continuous performance improvement in the management of internal collection operations, external agency networks, external law firm networks, and was instrumental in the creation and implementation of the Balance Transfer Program in the US and the UK.  Marc holds a BA and MBA from U.C.L.A.

Johnathan Kirby

Director of Bankruptcy Portfolio Acquisitions and Operations

Johnathan Kirby joined Jefferson Capital in 2002 from Fingerhut, where he played a key role in managing their internal work flow.  Since 2002, Mr. Kirby was instrumental in developing Jefferson Capital's proprietary bankruptcy platform.  Mr. Kirby has since assumed responsibilities of bankruptcy acquisitions, analytics, and post acquisition performance.  He joined Jefferson Capital with a programming background from St. Cloud Technical College.

James Lewis

Director of Bankruptcy

James Lewis joined Jefferson Capital in 2003 to create a state-of-the-art bankruptcy case management system and electronic interface. In 2004, Jim assumed responsibilities to develop and launch the bankruptcy purchasing business for Jefferson Capital. With over 20 years of recovery and bankruptcy management experience with Bank of New York, First USA, The Associates and Metric, Jim has specialized in claims processing, contesting initiatives and Trustee involvement. Jim holds a Bachelor of Science degree in Business Administration from the University of Delaware.

Scott Stevenson

Director of UK Operations

Scott Stevenson joined the company in 2008 to lead the UK Collections and Recoveries Department.  Scott oversees the Rise Balance Transfer Programme and Circuit Financial Solutions.  Scott has over 25 years experience within the financial services industry; the last 10 years predominantly in the collections and recoveries arena, also managing third party debt collection agencies.  Scott previously held senior roles with CompuCredit UK, SAV Credit, Vanquis Bank, and Providian UK.
